Hi Deepak,

The Tulasi Puja is done on Utthana Dvadasi, also known
as Kaisika Dvadasi, which falls in the waxing half of
the lunar month of Kartika. The Salagrama murti is taken
to the Tulasi plant and aradhana is done there. 

Some also do a special puja and arati in the evening to the
Tulasi plant in the presence of several invited women.
It is a festive atmosphere and is treated like a divine wedding.
