Dear Sri Nanmaaran, In B.Gita Chapter 15, the Lord Sri Krishna says that from all the Vedas he is to be known, he is the complier of vedas (vedais ca sarvair aham eva vedyo.......) I do not think it is right to say that avatars preceded vedas or vice versa but the vedas and vedic literatures do predict and provide description of avatars such as when, where, how the lord will appear.
