Vishnu first or veda first?

Our acharya-s tell us that Vishnu did not "come", and always existed, exists, and will exist, and veda-s are His breath.  So it is not clear where the doubt is.

If one wants to postulate a theoretical question, then the analogy of the "chicken and the egg", or the "tree and the seed" come to mind.  

The veda-s and upanishads (e.g., ISAvAsya upanishad) declare that God is beyond the realm of logic and reasoning, and He is in the realm of experience that comes from deep devotion.  So logical analysis will not lead to an answer that is satsifactory.

Seeing this verse, small doubt has come...Whether avatars preceded 
vedas or viceversa..as this vedic verse refers to thrivikrama avataram...
