A bhakta asks:

Per Vakya Panchangam, the Rig and Yajur Upakarma which usually fall on
Sravna Nakshatram of Simha Masam (Aug 1999), will be in Purattasi Sravanam
(Sept 25, 26 1999). This is due to dosha.
But, in New York temple calender which is calculated per New York EST/EDT
the dates are given in August. Could that be different from India because
the dosha Kalams do not exist in U.S?
