Upakarma, Yaga etc.

I now am more confused after reading all the mails on this topic of
performing yagas, etc. outside of Bharata Desham.
Now what happens to people living in each and every country outside
of India other than U.S. What sankalpa do they do ? Is it possible to
undertake an effort to give a listing of Sankalpas for the benefit of
those for example in Dubai, or say Europe or Australia ?
I mean, we can enumerate some land features and identify names from
Puranas so that people can identify their nearest featurs etc.
