Dear Sri Kasthuri, There is no such restriction as far as my humble knowledge goes. In Parthasarathy perumal Brahma Utsavam (Thiruvallikkeni, Chennai), TiruppAvai recital always happen during the evening purappaadu, which typically happens at about 8:30 pm. I could also recollect at least one other temple where TiruppAvai is recited in the evenings (well after sunset).
