Saunaka addresses the test for paradevata as to satisfying the condition of
antarvyApti and bahirvyApti in the last mandala of his commentary on the Rig
Veda titled 'Brhad Devata'. Will write more on this soon. Saunaka is the
sage of Srimad Bhagavatam fame.
