dear sri krishnamachari,

vedas are co-eternal with God. one does not precede other. vedas belong to
the group of nitya ichha siddha vastukkal ie. are due to the eternal will of
God.  so are jivas, prakriti, nitya vaikuntam etc.

Our acharya-s tell us that Vishnu did not "come", and always existed,
exists, and will exist, and veda-s are His breath.  So it is not clear where
the doubt is.

If one wants to postulate a theoretical question, then the analogy of the
"chicken and the egg", or the "tree and the seed" come to mind.

The veda-s and upanishads (e.g., ISAvAsya upanishad) declare that God is
beyond the realm of logic and reasoning, and He is in the realm of
experience that comes from deep devotion.  So logical analysis will not lead
to an answer that is satsifactory.
